I think in India this is not applicable, you can give the surname either mothers or father.
My surname is given from my mother. My cousin has a different surname then their parents.

We need to simplify names, so far it was settled under Father's surname for entire family, it's an old age patriarchy question, the option shall be kept open for mother's name as well, patriarchy served fine in this regard in most communities, if both the parents need their name, it should be shortened with the initials, Father's give seed for the birth of the child mother's give features and give birth, both are equally important, let's not put down fathers who work hard their whole life to provide and ensure security for their family and children, women are doing it too in today's age, it's a personal choice and shall be left open.
Marriage rates in the Western world are at the lowest rate since they started recording this in the early eighteen hundreds. Roughly 6.5 per THOUSAND!!! A child should always take a father's surname. It is injustice for the father if the child get's mother's surname.
In Hindu religion, once a woman is married off, she changes her "Gotra" to that of her husband's and that is why I think she and her children take her husband's surname. But yes, in modern times, taking up one's mother's surname, especially if she's a single parent, must be allowed legally.

THERE IS A REASON WHY FATHER’S SURNAME IS USED. EVERYONE KNOWS WHO IS THE BABY’S MOTHER. KNOWING THE DAD IS TRICKY. IF YOU REMOVE DAD’S SURNAME, YOU WILL BE DISRUPTING THE SYSTEM. THERE WILL BE A POSSIBILITY OF SIBLING MARRIAGES DUE TO LACK OF INFORMATION

In Bharat, we have Gotra/Varna; no caste system[casta a spanish/potugese word, incorrectly translated for Varna]. Gotra describes lineage. Which helps marriage decision so as to avoid marriage in same Gotra, that might cause genetic defects in child.
