When France fell to Germany (and Italy if you’re feeling generous) it mostly became a client state of Berlin. Despite this France never tried to join the axis to fight the allies. So why not? To find out watch this short and simple animated history documentary.

They had no obligation to do so since they were neutral at best, but to prove the Brits (mostly Churchill) just how much of an ass they had been to the french, the Vichy navy scuttled their fleet, denying Hitler the baguette boats
I mean, the Vichy government collaborated with the Nazis, especially with regards to participating in the Holocaust, to the point it wasn’t all that relevant on the inside if they were an “official” member of the Axis or not.

Namely, that WWI had completely destroyed the French public's will to enter any war, and that most of them were willing to give up both national sovereignty, and many personal freedoms, in exchange for not entering the war. In that way, Petain set himself up, on paper, as an absolute dictator, including the national anthem being centered on him (in other words, Nazi-occupied France was less dictatorial and more liberal than Petain's Vichy France). He set up a 100% collaborationist government with the Nazis, long before they entered the country. He even deported the Jews in his territory to their deaths, without any kind of German ultimatum. The French under Vichy control were only willing to tolerate this because of the extreme anti-war sentiment. If Petain had decided to enter the war, it's likely that the French would flat-out refuse, or side with the British. Having said that, many French didn't feel that way. Aside from the partisans, there were uniformed French troops still fighting Germany from French military bases, months into the country's official surrender.
